When did teacher bashing become the new national pastime?

This article talks about how in New York City they are testing the teachers in two exams, the reading comprehension and math skills, and with these results they are grading the teacher as good or bad. The author of the article points out that this is a very bad evaluation, and it is oversimplifying the teaching capabilities of these New York teachers. Instead he proposes that they should take another test that is more complete made by the National Board for Professional Teaching Standarts that test in five core standarts that outline the knowledge, skills, dispositions, and beliefs of higly selective teachers. With this accurate information parents can now decide to enroll their children in whatever school they desire, based on good results instead of simplified numbers.
